Japan Automobile Research Institute (JARI) was established through the reorganization of the former Automobile High-Speed Proving Ground Foundation in April 1969 to engage in general research on automobiles. It started as a public-service corporation of a test-research organization intended to contribute to healthy development of the automotive society. It has since progressed with the development of automobiles in Japan.

In the 21st century, the roles of automobiles are diversifying, environmental regulations in relation to vehicles are being tightened, international competition is intensifying and the technologies related to automobiles are advancing. At the same time, the importance of cooperation among a wide range of related organizations beyond conventional technological fields or industry types is increasing in every social area including academic and industrial fields. In consonance with such trends, the Japan Electric Vehicle Association(JEVA), which had been promoting and setting standards and criteria for low-pollution vehicles, and the Association of Electronic Technology for Automobile Traffic and Driving (JSK), which had been promoting and conducting research and development in ITS, were integrated with JARI in July 2003 to form the new Japan Automobile Research Institute.

Thus, JARI will strengthen its cooperation with a very wide range of the related trades, including automobiles and associated industries, including energy, electrical machinery and appliances, and information and communication industries. In addition, JARI will expand its business field by using the technology and know-how that the three organizations have accumulated in order to encourage advanced research that accurately foresees the future and to promote the use of low-pollution vehicles. Thus, JARI will perform its mission as a public service corporation to contribute to healthy development of the motorized society in the 21st century.
